Equity and Inclusion Program Manager Location Bloomington, MN :

Primary Objective The City of Bloomington is seeking an individual to plan, develop, implement, and evaluate programs, events, and activities designed to educate and promote cultural awareness and understanding of systemic racism to achieve fair and equitable outcomes; to further advance the City of Bloomington's Equity and Inclusion strategic priorities. Examples of Duties

  • Project management
    • Assist in managing and implementing the City's Racial Equity Business Plan.
    • Assist in managing and implementing community driven racial equity initiatives that develop from City of Bloomington Racial Equity Strategic Planning Committee.
    • Monitor and analyze program benchmarks using an analytical framework to show the impact and outcome of projects.
    • Manage and maintain strong relationships with a broad set of stakeholders, including senior government officials and other stakeholders of City services.
    • Bridge communications across diverse stakeholder groups to influence and advance racial equity work while fostering trust and collaboration.
    • Develop and implement new programs designed to authentically engaging underrepresented racial/ethnic communities in the governing process.
    • Coordinate with Department racial equity action teams to implement equity action plans and provide advice to project work teams.
  • Training and Learning
    • Partner and collaborate with all levels of the organization and outside resources to help identify and implement equity training directives.
    • Increase the capacity of City staff and residents to collaborate in achieving more equitable City services and policies through training.
    • Create training tools and other resources to enable City leaders, staff and Bloomington residents in understanding the history of systemic oppression in government policy.
  • Policy Research
    • Provide policy research and implementation in support of Racial Equity Work
    • Develop understanding of policy implications and issues facing the City and make appropriate recommendations
    • Collaborate and provide leadership to staff in implementation and continuous improvement of administering racial equity impact assessment tools.
  • Administrative and Technical Support
    • Update and maintain the Equity and Inclusion intranet page, resource library and toolkits.
    • Responsible for Equity and Inclusion related communications, including drafting of internal and external communications and materials.
    • Respond to Equity and Inclusion metrics requests to help monitor progress.
  • Perform other related duties as apparent or assigned
KNOWLEDGE, SKILLS & ABILITIES REQUIRED Project Management Skills
  • Knowledge of organizational development and project management principles.
  • Knowledge of program planning, including evaluation, communication methods and techniques.
  • Ability to create comprehensive plans that identify all tasks, resources and deliverables required to achieve the desired results
  • Knowledge of performance and effectiveness measures.
  • Working knowledge of computer operations, applications and software.
Change Management Skills
  • Experience leading institutional change in racial equity
  • Experience developing and implementing sound community organizing strategies and community leadership development with the goal of advancing racial equity policy in local, regional, state or national government institutions
  • Knowledge of institutional and structural racism, specifically the impact of the historic role of government policies and practices
  • Understanding of income, racial and place-based inequities and related current dialogue locally, regionally, nationally and internationally.
  • Experience participating in developing and implementing policy measures for municipal governments
Communication and Relationship Building Skills
  • Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results.
  • Good human relations skills and strong cultural agility.
  • Experience developing multi-cultural and multi-racial teams to achieve racial equity through collective action.

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS
  • Three years of experience performing diversity, equity, and inclusion (DEI) and/or antiracism project management OR an equivalent combination of education in gender/race studies, public administration, or a closely related field.
  • Two years of experience facilitating racial equity/antiracism training
  • Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results.
  • Demonstrates an awareness of, and sensitivity to, the needs and concerns of individuals from different perspectives, cultures, and backgrounds.
DESIRABLE QUALIFICATIONS
  • Bachelor's degree or higher in gender or race studies, public administration, or a closely related field.
  • Three or more years in the public sector performing diversity/racial equity/inclusion project management duties
  • Additional experience engaging community capacity building with marginalized communities, including BIPOC, first generation, LGBTQIA+, low income, and disability communities
  • Three or more years of experience designing and/or delivering DEI and/or antiracism training
  • Experience or understanding of regulatory tools and processes designed to promote racial equity
  • Experience leading institutional change in racial equity
  • Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)

SUPERVISION OF OTHERS This position does not supervise others.
